An external DVD burner is a type of DVD writer that is portable, not located inside a computer's case, and can be swapped from one computer to the other with relative ease, generally using a USB cable.

While they make DVD/VCR combos that will play DVD-R and DVD-RW, there does not appear to be a DVD/VCR combo with a DVD writer available for purchase.

Normally the computer's video card would have the output. I doubt very much you will ever find an external DVD writer with tv output. However if your computer does not have tv output and are looking to output video, there are USB to video devices available. I am not sure if they can play DVD though since it requires a certain amount of video acceleration which those USB video cards may not have since USB has a limited amount of bandwidth.
