An external DVD burner works essentially the same as an internal DVD burner, taking data from the computer and writing it onto a DVD disc. The main difference is that an external burner connects to the computer via a cable, typically through the USB port.
A DVD burner, or writer, is a device which encodes data onto a DVD. Some can burn one-time use DVDs while others can also burn re-writable ones. An external DVD burner is a type of DVD writer that is portable, not located inside a computer's case, and can be swapped from one computer to the other with relative ease, generally using a USB cable.

While they make DVD/VCR combos that will play DVD-R and DVD-RW, there does not appear to be a DVD/VCR combo with a DVD writer available for purchase.
Download Video LAN - VLC media player. It should be able to play any media off of your drive.
No. It has to be replaced.
Normally the computer's video card would have the output. I doubt very much you will ever find an external DVD writer with tv output. However if your computer does not have tv output and are looking to output video, there are USB to video devices available. I am not sure if they can play DVD though since it requires a certain amount of video acceleration which those USB video cards may not have since USB has a limited amount of bandwidth.
An external DVD rewriter can be found for sale at a number of locations. For instance, Argos, Pixmania, and Amazon all have a variety of external DVD rewriters for sale.
