You dont , it is adjusted by the ecu and the "Idle speed control Valve" now the idle speed control valve might be stuck , so you can remove it and clean it up with some carb cleaner and wd40 , it is located underneath the throttle body

The oil control valve is located on the upper left corner (if you are facing engine from the front ) of the cylinder head, close to the upper alternator mounting bracket. It has a two terminal wire connected to it, and is secured to the head by a single 10mm bolt.

You dont , it is controlled by the ECU , the is an "Idle Speed Control Valve" Which is located under the throttle body. should check it to see if the valve inside of it is stuck .
