"per capita" is Latin for "by head, for each head". It means the figures you are reading are calculated based on an average of the total population.

It is then easier to make comparisons for example between different countries : the total number of cellphones is much higher in France than in Luxembourg, but if you look at the number of cellphones per capita, you will notice than Luxembourg has, by far, a better equiment rate.
