You need the Volvo software to do this. It's programmed into the engine ECM.
It means you should go to a shop which has the appropriate software for your engine, and have them look up faults.

The speed controls are programmed into the engine ECM. If it's not your truck to do this with, the ECM is probably password protected.
It can be done. However, check on the legality of this... if the 2007 was a glider kit, pre-2007 emissions engines would be legal... however, a 2007 truck which came completely assembled might be required to have an engine compliant with 2007 emissions standards.

Contact a Volvo dealer with a minimum of the last 6 of V.I.N.. They can get you a build sheet for the truck when it was new. CARFAX also collects information on class 8 trucks, so try them as well.
Volvo manufactures Class 5 through Class 8 trucks... you could be looking at anywhere from 10,000 to 15,000 lbs, all things dependent.
