It is the amount of virtual memory that is currently in use. You set the virtual memory in My Computer->Properties select Advanced tab, click on Settings in the Performance group and in the Performance Options under Advanced tab you will find the settings. You should however not change it unless you are trying to tweak the system performance and you have reasons to increase/decrease virtual memory.
The Taskbar on an Apple computer is known as the "Dock" located at the bottom of the desktop window. It contains the apps you mostly use.
