∙ 8y agoFlags are a system used to impersonally communicate that something is wrong with a question or answer. Sometimes the system automatically sets them. Other times, users set them because they found something wrong. Sometimes the flags are set falsely too, either by a bot that "thought" profanity was being used, or by vandals. Anyway, the flags are there to let supervisors and users know a question or answer needs work.

That depends on what was wrong with the question. The flag will tell you what you did incorrectly (i.e. posted profanity, multiple exclamation marks, poor grammar, false information, etc.) so your best bet would be to see what the flag says and fix the answer. When in doubt, contact the supervisor.

Why dont you have Flag option under Question tools?
Only answers can be "Flagged", therefore non-answered questions cannot be flagged.
