Flags are a system used to impersonally communicate that something is wrong with a question or answer. Sometimes the system automatically sets them. Other times, users set them because they found something wrong. Sometimes the flags are set falsely too, either by a bot that "thought" profanity was being used, or by vandals. Anyway, the flags are there to let supervisors and users know a question or answer needs work.
