There is no such word as gratte, but there is such a word as grate which means to chop up thinly.
"ça me gratte" is probably not correct it means it is scratching, creating an itchyness usually what people mean is "ça me démange" meaning it's itchy (and by extention can mean I really want to do it). This inversion is probably caused by the laziness every language suffers from

There was a French race horse in 1789 called 'gratte-ciel' (meaning skyscraper). In nautical terms, about the same time, it was the name of a light sail at the top of a mast. That description transferred to mean an ornament on top of a building. The urban building name came from Chicago in 1888 and applied to a steel framed building of at least 10 storeys. The first building was for an Insurance company which was actually built in 1870.
