I don't agree with the previous contributor's answer above. I think a better meaning would be, do not surround yourself with people of lower character than you. A more modern quote of similar meaning would be: If you lie with dogs, you get fleas.
The quote is a reference to respect. It means that real friends are not people who you look down on or who look down on you. Someone who treats you, or who you treat, without respect can never be a real friend, for you are not equals. It's sad because many people don't know what it's like to have a real friend, let alone a group of them. The fact that the question was answered incorrectly and that the question had to be asked in the first place is proof of that.
