I believe that it means that rain is generally a good thing, an essence of life. The crops are withered from the drought and rain is needed to restorelife to the dying cotton plants. When it finally comes, instead of giving relief, it splashes on the body of the limp, dead Doodle. Contrary to orthodox viewof the restorative power of rain and water, it has no such affect on Doodle, thus the "heresy of rain."
In "The Scarlet Ibis," the heresy of rain represents a violation of nature's order. The story portrays the rain as unnatural and hostile, disrupting and ultimately leading to the death of the fragile ibis. It symbolizes the sorrow and tragedy that is to come in the narrative.

his heart probably exploded from the amount of stress on it. he wasn't supposed to get his heart rate up to much, get excited, or get too cold/too warm. when he was left in the rain, he was running which got his heart rate up and he was cold.
