Injecting fluids into deep rock layers believed to contain petroleum and/or natural gas via drilled wells, with the intention of raising the underground pressure and causing the rocks to fracture. Once the rocks fracture the petroleum and/or natural gas will concentrate in the fractures, making them easier to pump out (usually via the same wells as originally used to inject the fluids) than when they were stuck in the solid rock.
While usually harmless, the fracturing can be very unpredictable and in some cases has caused problems like: contamination of drinking water aquifers, unexpected surface venting, tremors, etc.

I know Vermont just signed a bill banning hydraulic Fracturing. The states where Hydraulic Fracturing is allowed are all doing very well though. Natural Gas drilling brings in lots of money and creates jobs for Americans. If a well is dug responsibly, there should not be any effect on the environment whatsoever, so a state banning hydraulic fracturing seems a little excessive to me.
