'Inset' is a polygon specific tool where you select one or more polygons, click 'inset' and the polygon will create an inner poly with a frame of 4 polys around them if the polygon selected was from a 4 vertex face. For example, if you have a polygon that is a flat round circle and you select the entire surface. If you select the 'inset' tool, you will create an inner circle. Selecting 'inset' again will create another inner circle within the previous one.
The 'inset' tool can be modified to any size and applied to create multiple and unique inner polygons. Using 'bevel' can help you not only extrude the polygon, extending the face, you can also define the bevel angle to create a raised inset polygon not placed directly on the same original face.
