The person means that he or she was born of Jewish parents, but doesn't observe

any Jewish laws or customs, doesn't attend synagogue services, doesn't pray, and

doesn't spend any time reading or learning anything about Judaism.

Probably a lot like a Catholic or Methodist or Baptist or Hindu person who says that

they are not religious.
