What is A well in which water rises because of pressure within an aquifer?

They are called Artesian Wells where underground water under positive pressure causes the water level in the well to rise to a point where hydrostatic equilibrium has been reached. If the water reaches ground level they are call flowing artesian wells; some my look like fountains.

Radiators are cold on second floor source of heat is a oil fired boiler?

The fuel does not matter, it would be more relevant to post if you are hot water or steam, that is where your problem lies. If steam try raising the boiler cutout pressure a little bit and if hot water look at the boiler pressure, does the pump work, is the coupling broken and do you have air in the system that needs to be bled?

Where can you find the DC motor?

Why hydro test doing with water instead of air?

Think what happens when you pop a balloon filled with air then THINK what happens when you pop a water filled balloon One causes a violent reaction an the other just plops apart . Then look up the ASME or NBBI codes and and then ask yourself why is STEAM considered HIGH PRESSURE @15 PSI or more and why is a hot water boiler considered HIGH Pressure @160 PSI or 250 DEG Temp. Once you have a semi decent understanding of the various codes then it will come to you why professionals try to use hydrostatic testing when possible.. ALSO Note that during an "air test" as the ambient temperature rises so does the test pressure as there is something called pressure /temperature relationship. Higher temperature creates higher pressure
