I think this is a symptom of Poly Cystic Ovarian Syndrome or PCOS for short. It is also known as Stein-Leventhal Syndrome. Here is a good website to check out:

When an ovary is follicular it is capable of producing eggs, which means that if they both are follicular, you are healthy.
