It normally means to set up an autonomous state with its own form of government. However, thesuccess of such a venture often depends on (1) the 'parent' state recognizing the new state and/or (2) other nations recognizing the newly formed political entity as a sovereign power. An example of this process familiar to most Americans is the separation of the colonies from Great Britain during the revolution and their subsequent recognition by England the former colonial ruler as well as the important European powers of the time. i.e. France, Netherlands, Spain etc.
