A bill's serial number is just a counter and generally doesn't help to identify it or affect its value. There are collectors who will pay a premium for bills with low or patterned serial numbers; e.g.12345678 or 00000005. Please post a new question with the bill's date, and whether there is a small letter next to the date. Star dollars are rare and considering that the this is a $2.00 bill with a star makes it an extreme oddity. Red star bills are bills that have been made to replace a bill that was taken out of circulation. So considering that $2.00 bills are hardly ever used this is a rare one indeed. Value would be determined upon condition but easily worth more than two dollars to a collector.
