It may be a reference to the case or the ticket being "scanned" into the courts computer system - It may refer to the violators vehicle being "scanned" by the speed measuring device - it may mean that the interior of the violators vehicle was "scanned" by the ticketing officer - etc. (?????).
Do you mean how to resize image? First open image from File > Open in Photoshop then go to Image > Image Size. If you want to edit image you can do that regardless of source of that image. Image can be scanned, captured by digital camera, created in Photoshop or any other software available on market. If Photoshop supports that file format (JPEG, TIFF, PSD, PNG and so on) then you can edit it.
Scanned means like something that goes over things then tells you the results. To scan something is to make a quick detailed survey of it.
