Brake and parking lights? Are you sure, the two aren't interconnected. Maybe it's just the brake light. If so, sounds like a bad brake light switch. It might be the brake lights. If it is, check the brake light switch connected to the brake pedal. It's right above the pedal and if it's slipped or adjusted wrong the light could stay on all the time. A brake light switch that is stuck like that can also prevent cruise control from working. On the other hand, if it's the WHITE light, it's probably the backup light switch that's stuck or adjusted bad. If it really is the parking lights, the fronts should be on as well.

Yes There is. It is on the right front, under the hood. If your having issues with low beams, also check the parking brake switch. does another relay exist just for the tail lights/ parking lights? These light stay on all of the time. the only way to shut them off is to pull the fuse or remove the battery cable

make sure your brake bulbs are in right way round. There is offset poles on a stop/tail bulb so they go in correctly but they can be forced in wrong way round activating the brake light side instead of the sidelight.
