It would suggest either an ineffective cellphone signal or that the communications tower that connects with emergency services is on high load. Best bet would be to keep redialing emergency services until it connects.
If you're afraid of being disconnected while connected to emergency services, tell them your location and tell them you need immediate emergency services but are afraid the phone signal is unreliable and may disconnect you. They will place your emergency as a high priority due to being unable to determine the nature of your emergency.
