I fell on concrete steps in March of 2009. Both tibia have been bruised and I can still have intentions. Is this normal.

In a way it is bad, because it means it is a very bad bruise. But some bruises just take longer to go away because there might have been a more forceful impact when the bruise was created. It's really nothing to worry about.
