It means that carrier proteins allow some, select glucose molecules into the cell, but not other molecules. The reason they are called active is because they there is a higher concentration of that molecule in the cell than there is in the surrounding area, so the cell must use energy to bring that molecule in. Unless energy is used substances will only diffuse down a concentration gradient, never against one. I do not know what possibly saturated means
