"Outsourcing" is a very common practice among large organizations, both public and private. It refers to the obtainment of services via an entity outside the organization itself (such as janitorial services, manufacturing or assembling of components and customer service communications). When used or referred to as a euphemism, "outsourcing" can imply that a job or task ordinarily assigned to current or local employees will go to someone from outside the organization who could do the job for a smaller salary, fewer benefits or without the capacity to formally complain.

To outsource a job basically means to hire someone that will not come in to the company building and perform the same job as a person that works . It could also be as simple as meaning, instead of hiring a desk clerk to answer phone calls you just get an answering machine.
