Establishment of a law means it is codified into statute after the bill creating it is passed through the legislature. The legislative branch (house of representatives and senate) passes laws.

The judicial branch (court system- judges) will interpret a law if it is challenged or made an issue of by an attorney. In essence the judicial branch determines what the law means and how to apply the law based on how they believe the legislature meant it to be used. As laws are interpreted, case law is made where a judge issues an opinion applying to the particular factual scenario at issue and gives their opinion on how it applies, its limitations, any prong tests to determine whether the law applies to facts, etc. In short, interpreted law is law that judges have had an opportunity to opine on how it works and what it means.
