My answer is based on my study of the Christian Bible. I'm addressing the attributes of "The God of Abraham" (the Christian God). I believe my answer to be true and I hope it addresses your questions.

The Bible tells us that God has always existed and He will always exist. The Bible also says that God never changes.

The stars and the other heavenly bodies like the moon, were created (by God)and put into motion to create reoccurring cycles that mankind could observe as the passing of time. People are constantly changing between birth and old age, and eventuality death. People are affected by and exist "inside of time". While a never changing God, with no beginning or no end, is not affected by what people consider the passing of time. Therefor it is said that God "exist outside of time".

Additional:

Time is part of the universe (scientists speak of the 'space-time continuum'; space and time blur into each other, as the Theory of Relativity demonstrates). If God is part of the universe, he exists in time; but, if He/She/It is independent of it, he/She/It is outside time. This gives rise to the problem of how God interacts with the Universe. Kabbalists say that 'God' refers to those aspects that we can perceive, and regard them as being similar to clothing. God comes clothed as a Judge, a Loving Father, the Lord of Hosts, the Living One, etc (and, for those of a less strict observance, all the other deities of human experience) - but none of these are Absolute; this 'whatever-it-is' is called (in the 'Zohar' for example) 'the King', 'the Infinite Light', etc., but even these are inadequate to describe something which is, by definition, outside the realm of possible experience. Sometimes the phrase 'negative existence' is used - something which can only be described in terms of what it is not. If God only existed inside the universe, he/she/it would be as mortal as the universe, and not worthy of worship.
