Well you see mark was writting to persecuted christians in the time of Nero...Mark was trying to point out that jesus was persecuted too. One of the reasons Jesus was persecuted was because of the way he asserts himself with authority. Jesus was the Son of God so he had all the authority he wanted. But the Pharisees thought Jesus didn't deserve that authority. i guess Jesus' Authority mean't trouble.

(sorry for the really long answer)

I think this is the scripture you refer to:

For he taught them as one having authority, and not as the scribes. (Matthew 7.29)

And the previous verse should answer your question:

And it came to pass, when Jesus had ended these sayings, the people were astonished at his doctrine: (Matthew 7.28)

What did Jesus mean when he said 'All authority in heaven and on earth has been given to you'?

He didn't say that authority had been given to 'YOU'..or to any human. What he said was "All authority in heaven and on earth has been given to me."(Matthew 28:18 NIV)(Daniel 7:14/Matthew 11:27/Philippians 2:9). Here he was saying that God had given him (Jesus)authority to judge and command those on earth, so in this particular scripture, he was commanding his followers to preach to, and teach, others (Matthew 28:19+20).

What group of people did Jesus tell if they wouldn't answer His question He wouldn't answer theirs?

The Scribes and Chief Priests when they asked Jesus by what authority is he kicking out the merchants inside the temple and performing miracles.Mark 11:27-33 - "And they came into Jerusalem again; and as he was walking in the temple-precinct the chief priests and the scribes and the elders came to him and said to him “By what authority are you doing these things? or who gave you this authority to do these things?” But Jesus said to them “I will put one question to you; answer me and I will tell you by what authority I am doing these things. Was John’s baptizing from heaven or from men? answer me.” And they went over the question to themselves, thinking “If we say ‘From heaven’ he will say ‘Then why did you not believe him?’ but shall we say ‘From men’?”—they were afraid of the populace, for one and all looked on John as having been a real prophet. And they answered Jesus “We do not know.” And Jesus said to them “And neither do I tell you by what authority I am doing these things.”

How many times did Jesus pray Before doing a miracle?

at most once sometimes none. for example for the roman centurion the centurion told jesus that he did not have to come to do the miracle the centurion needed, but just say it was done and it would be; because of jesus authority. no prayer said at all. the centurion had authority and recognized that jesus did too. jesus commented on this that he had not seen so much faith in any of the jews as he saw in that gentile roman centurion.
