An inference is when the scientist draws a conclusion from something where as an observation is experimental (and thus empirical) proof of something. Another way of thinking about it is that observations follow laws while inferences, or hunches, tend to follow theories. Remember, just because a law might not be known yet, doesn't mean it doesn't exist! Many theories end up uncovering new scientific laws through research and experimentation!
