it means he doesn't want a relationship beyond friendship
It depends on exactly how he phrased it and the situation. If he said something like, "I think of us as friends," or you hinted you wanted something more and he said, " I look at you as a friend," then it would appear he wants nothing more than a platonic relationship. If he approached you and said, "I want to be your friend," then it could be headed in either the same or different direction. Still, this is all a guess based on the information you have given.
