Oh dear. Lots and lots of reason hun. They range from "he's just too shy to actually call you" to, "he's not that into you". And with guys, it's hard to tell unless you ask them point blank: "Hey, are you into me or not?" Which can be a realllllly tough thing to do so most people will send their friends to go ask for them in a roundabout way. Which works too as long as things aren't getting telephoned oddly (this means only pick a trusted friend who is very accurate at relaying stories for the mission).
