Guys take longer to mature than girls of the same age. If he was older, it would mean he's a jerk that thinks of you as a joke. But I'll bet he's still young enough that his awkwardness relating his feeling can seem like a joke and be quite puzzling. If you like the guy enough, you ignore the awkward blunder and accept. If you don't, then 'Thanks, but no thanks' (without being sarcastic) will be enough.
