It really depends on the facial expression on how he said it. If he looked frustrated, that means that he doesn't know what to say or even what or even how to feel about you. If he looked sad, that means that he wished he liked you but his heart doesn't feel the same way about how you feel about him. If he looked happy, that means he feels the same way or just looks that way.
