This could mean several things.
1. He actually means it and he feels bad about hating you.
2. He's interested in something you have (You won the lottery, he wants money etc.)
3. He's planning on getting your trust and then playing a trick on you or planning on taking advantage of you.
4. If you got to know him enough, and he got to know you enough maybe he changed the way he thought about you and now wants to be friends.
