It means that 1) the guy is a wimp and doesn't have the heart to just lay it on you that he isn't that into you, and 2) he wants to have a booty call to go to from time to time... even if it means stringing you along and confusing you and making you think that there is a chance to make amends. My advice is to go cold turkey. If you like the guy and he likes you, he will come back to you. But if he gets to eat dessert without having to pay for dinner, he will never come back to you. So don't put out.
