In the USA the National Electrical Code prohibits the "point of attachment" of an overhead electric service to be within 36 inches of an openable window, doorway, or porch... in other words they do not want a person to be able to reach out of a building opening and be able to touch exposed live power wires. I believe this rule applies to all buildings not just residential. The "point of attachment" is the area near the top of the building's electrical conduit where the building wires are spliced to the utility company wires. This is the only area where there should be exposed power wires. There is no distance limitation from windows and doors for the remainder of the electrical service that has no exposed power wires, such as the conduits, meters, panels

The color saturation data is the amplitude of the 3.58 Mhz subcarrier at each bit cell. The color hue data is the phase angle of the 3.58 MHz subcarrier at each bit cell. You will need to convert the stream of bit cell data into video pixels, and then convert that into whatever PC compatible format you want. Other things, such as closed captioning can be added by decoding the bit stream on various lines reserved for that during vertical sync. Again, buy the board - its easier - unless you want to make a semester project out of this.

You would have to provide more info to be certain what your problem is. Typically a black and white wire would connect to the two wires on the light fixture. The fixture should also be controlled by a switch that "breaks" the black (Hot Wire) to turn off the fixture. If you have a volt meter you can see if there is 120Volts between the black and white wires with switch on. If there is a single white wire going to fixture (Neutral), where is the "black wires tied" to. Maybe one of the black wires has broken off the fixture.
