First of all evil ghosts are those spirits that haven't found peace with the lord or are in between heaven and hell and cannot make the transition to either one. They may have some unfulfilled work or their death might have happened under different circumstance... these things sometimes make a deep impact on a person's soul leading to their roaming.
this is what i believe.
So if an 'evil' ghost scares you, it may mean that maybe he's trying to communicate some vital information, or a warning of some kind, or maybe asking you to help him find peace or fulfill his uncompleted task... their may be many reasons... or maybe he is just a sadist.
