It means that your cat is in heat if your cat does that. The howling is annoying i know i have a female cat who has been and is actually now currently in heat. I recommend waiting until your female cat is no longer in heat ( which means she wont be howling or trying to pee everywhere) to have them spayed or neutered due to problems that may arise. And when she puts her butt in the air it is the position in which she would be in if she was mating. The howl means she's alerting all male cats in the area that she is in heat and will continue until she mates. Also the cat in heat will lick her butt a lot it means that she is cleaning it for when she will mate. You may see changes in behavior from male cats as well that are near the female. They may start calling and howling as well and become more aggressive and territorial.
