When you see him at the barrels, the parrot tells you to jump into the sea, and when you return, he is at the higher windows. He says to clog the vent, and once you stand on the smoking chimney, you find him in the palm tree at far right. Now he tells you to see the pirate at the twoer, and you do so. After you talk to the pirate, use the cracker (from Petey's Pub) to summon the parrot and collect the map piece.
