If you mean the original Xbox controller, simply plug it into your Xbox. If you mean the Xbox 360 controller, check if it has enough battery, if not, get the charger and plug it into the controller, then into a USB port in the Xbox 360. If it does have enough battery, merely press the Xbox icon on the controller.

When the light on your controller is flashing every couple seconds it is an indicator that your batteries are low. To check the battery level you hit the guide button and it should display a small battery symbol in the top left corner. To stop the flashing just replace your batteries.
You might have to sync it to the console pretty easy there should be a small button on top of the controller simply press and hold that button and there will be a flashing light. Then go to your xbox and there should be a button there aswell hold that and done.
