The Gàdhlig for “high road” is “rathad àrd” - pro uncles approx rat art. East to see how ‘he’s on the high road’ could be a euphemism for drunk and then be mis heard & taken up as rat arsed in English and Scots, Geordie etc.
Back in the century before last, wine and other fermented beverages were brewed in open vats. Rats which were in plague proportions were attracted to the alcoholic liquor. After quite a few fell in the liquor and drowned the remainder worked out that they could dip their tails into the brew then lick it off there tails. They did this quite effectively and eventually got drunk and therin lies the origin of the word Rat arsed.
Rat arsed is a British expression to describe being drunk.

It means very drunk. I think it came from a medieval torture method,where a rat was placed on the victim's stomach and a bucket placed on top of it. The bucket was then heated and the rat would burrow into the victim's stomach trying to escape. It would eventually come out of the victim's backside.The victim would be dead (from bleeding) by this stage. So being truly "rat-arsed" is not a good thing.
