(e) Driving or moving vehicle displaying flashing light.- Except as authorized elsewhere in this subtitle, a person may not drive or move any vehicle or equipment on any highway while the vehicle or equipment displays any flashing light. (f) Color of lights on rear of vehicle.- All lighting devices and reflectors mounted on the rear of any vehicle shall display or reflect a red color, except the stoplight or other signal device, which may be red, amber, or yellow, and except that the light illuminating the registration plate shall be white and the light emitted by a backup lamp shall be white or amber.
It's a self diagnostic feature of the heated seat system. If the switch high and low indicator lamps are both flashing indicates the heated seat element is shorted. If the switch high lamp is flashing and the low is off then the heated seat element is open. This diagnostic feature only lasts for about 1 minute, that's why it goes out.

there is a fuse under the hood that is for the parking lamps, it is in the 4th slot from the back of the fuse box (closest to the firewall) and on the side closest to the motor. It is a 20amp yellow fuse. Also in the fuse box inside the truck in slot 3 for parking lamps, and slot 13 is for stop lamps.
