From your explanation, I think you're describing the glow light plug on a diesel. It should only come on when you first switch the ignition on. Wait for it to go out before you turn the key to the "start" position.
I believe it doubles as a tail light indicator as well, if it comes on and stays on, one of more of your tail lights are burned out.
