It has to do with their Xbox Live services, all of Microsoft Xbox's status can be found in the related links below. For the most part, they are aware of it being down or having difficulties, it's being worked on.

The idiots at Xbox Live! tech support told me that means that Xbox Live! is down. Whenever the red button with 'Xbox Live! Service Alert' appears on the home page for support.xbox.com, that means Xbox Live is down. If you click on that button, you are taken to another screen with a blank, white window. The tech support say that behavior is "by design" as well. *rolls eyes* Xbox Live has been unusable for COD4 (and probably everything else) for the past 36 hours...and counting. Microsoft scheduled a maintenance window starting on Saturday morning at midnight to upgrade the Xbox Live! dashboard. Obviously, there were problems and they still haven't fixed the issues. Why they didn't schedule this maintenance window for 9a-12p on a Wednesday morning escapes me.

Xbox Live is a World Wide product and service and should be avilable if you have an internet connection and an Xbox Live account. Have all of these and your good to go.
