I'm trying to find out what it means if there's oil all over the top of the engine block
You probably have a cracked engine block and engine coolant is mixing with engine oil.
if you mean you ran out of oil and your engine seized, then no... you'll need to buy a new engine block. It will be expensive and it will cost a lot in labor too.
