my first guess, is hes sorta strange, but if he asks then its not so strange, but it could be his way of saying i like you, or he doesnt like you at all. he could be trying to offend you, annoy you, or aggravate you in some way. but it also depends how much he does that, if any where, maybe he doesnt like you, but if u 2 alone, maybe he likes u.
