it it either a liquid juice or it is the head flakes coming off. If it hurts you should NOT keep bothering it. Sometimes, it can become addicting to keep scratching, but you should see a doctor. Not because it is deathly, but they will subscribe (they might) a fluid you apply to help the itch and soften the skin, so it is not dry. (this can happen from a dry scalp). It feels really good on your head and will work within days (maybe even some hours if you are lucky). But you should just get checked up, and maybe change your shampee (see if it has expired) or just wash your head more, and die it with colour less. Hope this helps :)
