I will politely ask for another chair and put my purse down on the seat of the chair, and depending on the area I'm in ,I will un-clip my purse strap and hook it through the back or the center back of the chair with a carabeaner (a hook that clamps open and closed) hooked to my purse and the chair. I will try this too at a cafe bar, or I hook the long strap of my purse over my knee when i sit down and keep it off the floor.
Unless there is a mod to change this, you cannot make your sim just sit on the floor. The "Hang Out" option will sit them on the floor but that is two sims "hanging out" and talking on the floor...they do not just idly sit there.
