I feel like I'm that guy: I don't know what you're sorry for either! If you were simply walking, what would you have to be sorry about?
If, however, you cut in his way or otherwise disturbed his trajectory, you have a reason to say you're sorry, and his reply would indicate that he either wasn't paying attention or wasn't really disturbed.
