It could mean there is some kind of parasite irritating the fish and it is trying to scrath it off. Close observation and maybe a magnifying glass may help you see if there is something there, Look for tiny white spots or things that look a bit like cotton threads on the fish and its fins. If they are there, then you will need to get some kind of cure from the local pet shop.
