Well it either means he can't let go and he/she still loves you or he just wants to keep in touch with you and become friends. It can be really hard to let someone go and that might be the reason like i said before but ex's can also be just that they want to be your friend because they realized that just because it didn't work out between you guys doesn't mean that you guys couldn't be friends.
