I think that he was nervous to ask you, so maybe he likes you.
He might be afraid that you might say no, because the last time I liked someone, I was afraid to ask questions like that.
He probably must like you, because if he did not like you,only as a friend, then it shouldn't be a problem!
So if you DO like him back, then tell him and see if he calls then after a while ask why he did not ask you for your number.
If you DON'T like him back, then just call him and calmly ask why he just didnt ask you.
