To be in love with someone, you have all of the above feelings, along with romantic interest. When you are in love, you want to be with that person as a pair. You want to be "with" that person.
If your husband is saying he loves you, but he is not in love with you, he is probably telling you that he cares a great deal for you, but he has lost those additional feelings. It is something that you need to sit down and talk about. If you have grown apart, it may be something that can still be fixed.
